In the wake of such force, death and destruction is tragically inevitable. However, the repercussions for Haiti , this small ill-fated Caribbean country, will be worse than almost anywhere else in the world, because of the long-term political, economic and cultural context that surrounds today’s natural disaster. There is a story often told among Haitians that when the Spanish came to Hispaniola (the small island shared between the Dominican Republic and Haiti) they surrendered Haiti to the devil in order to dedicate the Dominican Republic to God. When you consider their relative situations it is not hard to see why this myth is so commonly believed. Even before today’s tragic events Haiti was the poorest country in the western hemisphere. UN MINISTERIO DEL MEDIO AMBIENTE: ¿REFORMA DEL ESTADO EN EL TEMA AMBIENTAL?

Este es un ensayo escrito a mediados del 2006... Hace poco menos de un año la primera mandataria chilena Michael Bachelet, dentro de su denominado, Plan de los 100 días, decidió designar un Presidente para su Consejo Nacional del Medio Ambiente , otorgándole el rango de Ministro de Estado. Ello nos es más que una muestra evidente de la importancia que tiene la protección del medio ambiente en ese país, en contraste con la poca atención que ha tenido en el Perú en los últimos quince años, donde se ha avanzado bastante, pero donde se puede hacer mucho más.En efecto, este hecho nos debe llevar a la reflexión en torno a la necesidad de establecer una reforma del Estado en esta área, que implicaría, en nuestra opinión, una de dos alternativas: 1.- la creación de un Ministerio ó un Viceministerio del Medio Ambiente, que requeriría, en principio, fusionar a nuestro Consejo Nacional del Medio Ambiente (Conam), con el Instituto Nacional de Recursos Naturales (Inrena), la Dirección General de Sa...
